The downstream support services range from petroleum trading, logistics, compliance support services, construction, production, closure, decommissioning and aftercare support services associated with all form of downstream petroleum infrastructures such as pipeline, refineries, strategic storage facilities, depot and service stations.
The specific RBS upstream and downstream offshore and onshore oil and gas exploration, appraisal, development, production and restoration de-risking and permitting support services cover:
- Environmental Clearance Certificate ECC)
- Oil Spill Response Plan (OSCP)
- Emergency Response Plan (ERP)
- Import Radioactive Authorisation (RA Import, Transportation, Storage and use Permit)
- Approved Pollution Safety Certificate
- Import Explosives Permit (Import, Transportation, Storage and use Permit).
- Preapproval on the use of dispersants
- Drilling permit
- Temporary import of equipment (Consumables, PSV’s, Fixed Wind Aircrafts, Helicopters and Rig), VAT and custom duties exemption.
- Notification to mariners
- PEL or PPL renewals and lodgement support
- Air charter service provides for fixed wing and helicopter charters through our Namibian owned company
- VISAS, permits, transfers, accommodation for executive and management and drilling crew
- RBS exclusive high-end Mercedes-Benzes luxury clients transfer support for executive and management
- HSE Monitoring Close-Out Report
- Provide knowledge-based technical advice of the various laws and their technical interpretation including relinquishment, reporting and lodgements
- In-country office support, international project consulting, management and logistic services as may be required by the client.

Holding of a Petroleum Exploration License (PEL) or Petroleum Production License (PPL) in Namibia requires the licenses holder to meet all the regulatory requirements as prescribed in the Petroleum Act and related amendments administered by the Ministry of Mines and Energy.
Such offshore and onshore oil and gas exploration, appraisal, development, production and restoration requirements include all the condition signed under the Petroleum Agreement (PA), submission of exploration reports, renewal application as well as meeting the requirements of other national regional and international laws, regulations and treaties linked to petroleum exploration, appraisals, development and production.
